ActionPlan
Every turn that needs tools proposes a structured plan: respond, use a tool, request approval, or unable — with confidence and a reason code. Not free-form tool calling.
Authorization
Plans are checked against coworker authz, org/tenant boundaries, allowlists, and read/write policy before the tool gateway runs anything.
Schema validation
Plans must match schema. Invalid plans fail closed with clear status — no silent improvisation.
Tool gateway
Approved tools run through a gateway with evidence refs and correlation. Failures stay grounded.
Telemetry & cost
Plan, respond, and tool ops are separate, metered steps. Operators can see what’s driving spend without digging into raw logs first.

ActionPlan JSON with a clear intent.
